LITTER BUGS & MUNICIPAL MONSTERS

Just how blind are law makers and law enforcers?
People get fined for dropping litter, fly dumping and suchlike, which obviously the authorities see as messing the place up, being an unsightly nuisance, a public eyesore.
Which is fair enough, and I agree.
Why though, can they not see large scale public eyesores such as run-down slums, ugly derelict ground, crumbling abandoned buildings and so on.
Dropping litter is microscopic in comparison, and yet the perpetrators end up being punished.
Why are the owners of disgraceful slums, derelict ground, abandoned buildings and other visual monstosities, not punished?
Why don't the authorities go after them and instruct them to keep the place tidy and presentable.
The authorities must know who the owners are because the properties and land are registered.
Law makers and law enforcers don't seem to be able to see in front of their own face.
Either that or they deliberately turn a blind eye to these monstrosities from fear of corrupt cliques.
